Every engagement is confidential, fixed-scope, and built around the institutional realities of resource-constrained public agencies.

West Africa · 2023 – 2024
Co-drafted the strategy's regulatory chapter and trained a 40-person cadre within the ministry's policy unit. Curriculum reviewed by the institute's 22-member global advisory board.

Senior faculty included two former regulators; simultaneous interpretation delivered in English, French, and Swahili.

Engagement in depth
A 14-month, multi-workstream engagement with a federal ministry of communications to co-draft, validate, and operationalise a five-year national digital economy strategy. The mandate was jointly financed by the ministry and a World Bank development policy operation.
How an engagement begins
Procurement officers and donor programme managers can map each phase to standard procurement and reporting milestones. The methodology has been used, in identical form, on mandates pre-qualified through UNGM, the World Bank, AfDB, and ADB since 2011.
Ch. I
A 60-minute call with a Geneva-based programme director, followed by a signed non-disclosure agreement. We share indicative budgets and comparable engagements only after NDA execution.

A two-week diagnostic with the requesting ministry or regulator, including document review, 20 – 30 stakeholder interviews, and a baseline capability assessment against the CIPP competency framework.

Engagement is run against an agreed governance calendar: weekly working sessions, monthly steering committee, quarterly donor reporting, and a published mid-term review at month six.

What separates ICTPD from a consulting firm is that they have sat in our seats.
